Public transportation is the backbone of any state’s development, as it connects people with opportunities, resources, and services. In a large and diverse state like Odisha, ensuring affordable, safe, and reliable transport for every citizen has always been a priority. To achieve this, the Government of Odisha has launched the Mukhyamantri Bus Seva (MBS) 2025, a visionary program designed to provide free and subsidized bus services across the state.

This flagship initiative is not just about busesβ€”it is about empowerment, inclusion, sustainability, and balanced growth. Let us explore the objectives, features, benefits, and future impact of the Mukhyamantri Bus Seva (MBS) in detail.

Background and Vision of the Scheme

Odisha has a mix of urban centers, semi-urban towns, and rural villages spread across diverse geographical regions. While cities like Bhubaneswar, Cuttack, and Rourkela have better connectivity, rural and tribal belts often struggle with inadequate transport facilities. Students, women, elderly citizens, and economically weaker groups face hardships in traveling daily to schools, hospitals, markets, and workplaces.

Recognizing this challenge, the Odisha Government introduced the Mukhyamantri Bus Seva (MBS) in 2025 with the vision of:

  • Affordable and Accessible Transport for All
  • Reducing Financial Burden on Families
  • Strengthening Rural-Urban Connectivity
  • Promoting Gender Equality and Education
  • Encouraging Green and Sustainable Mobility

Objectives of Mukhyamantri Bus Seva

The scheme is designed with multiple social, economic, and environmental objectives:

  1. Free and Subsidized Travel: To reduce transport costs for women, students, senior citizens, and low-income groups.
  2. Education Access: Ensure that school and college students do not drop out due to travel issues.
  3. Employment Support: Improve daily commuting for workers, especially in semi-urban and rural areas.
  4. Women Empowerment: Provide women the freedom to travel independently for education, work, and healthcare.
  5. Healthcare Access: Help rural and tribal citizens reach hospitals and health centers on time.
  6. Environmental Responsibility: Promote the use of buses over private vehicles to cut down on pollution.

Implementation Strategy

The Government of Odisha is rolling out the scheme in phases:

  1. Phase 1 (2025):
Launch in major cities, district HQs, and key rural routes.
  2. Phase 2 (2026):
Expansion to smaller villages, tribal belts, and remote areas.
  3. Phase 3 (Future):
Integration of fully electric buses, AI-powered traffic management, and smart mobility hubs.

The scheme will be monitored by the State Transport Authority (STA) and implemented in partnership with private operators where required.
