The Bhubaneswar Development Authority has thrown open its Subudhipur housing complex for public allotment — 2BHK and 2BHK+Study apartments, occupancy certificate already in hand, doors opening for applications from 18 September 2026.

The project

A completed complex, not a promise on paper

Most government housing schemes ask buyers to wait years for a building that exists only on a brochure cover. Ekamra Residency is different: construction is done, and BDA already holds the occupancy certificate — issued vide Letter No. 44380/BMC, dated 28 July 2026. What's being allotted now is real, standing stock in Subudhipur, on the western edge of Bhubaneswar near Khandagiri.

Spread across roughly 7.34 acres on Plot No. 25(Pt), Khata No. 62, the full complex will eventually hold 704 apartments across three residential blocks — a mix of Basement+Stilt+12 floors and Basement+Ground+12 floor structures. For now, BDA is releasing 496 apartments across two blocks for this lottery: 288 units of Type-A (2BHK + Study) and 208 units of Type-B (2BHK).

Flat price by type and floor band

Prices step up with floor level within each type, and the two types are further split into Discount, Base and Premium price bands by floor. All figures are ex-GST and exclude stamp duty, registration and other statutory charges, which the allottee pays separately.

Two upfront amounts, both mandatory: a non-refundable ₹10,000 participation/application fee (incl. GST) to enter the lottery, plus a refundable/adjustable ₹2,00,000 Security Deposit (EMD) — both paid along with the application.

How the money is staged after allotment

Security Deposit — ₹2,00,000 Paid with the application; adjusted into the 1st instalment on selection.

1st Instalment — 10% of cost Within 30 days of intimation. Selected applicants pay 10% of cost less the ₹2 lakh already deposited.

2nd Instalment — 20% of cost Within 2 months of executing the Agreement for Sale.

3rd Instalment — 30% of cost Within 4 months of executing the Agreement for Sale.

4th Instalment — 40% of cost Within 6 months of the Agreement; physical possession follows within one month of final payment.

Applicants may prepay any instalment ahead of schedule without penalty. A delay can be regularised only once, for up to 6 months, at 12% annual interest on the outstanding amount — beyond that, the allotment is cancelled and the deposit forfeited per the brochure's slabs.

Who can apply

Eligibility, in plain terms

  • Must be a citizen of India, and at least 18 years old as on the last date of application.
  • Only one unit per family — "family" here means the applicant, spouse, and their minor children.
  • Must hold a Unique Account Number (UAN) generated via BDA's own registration, plus a valid PAN, which is mandatory on the form.
  • Must provide a savings bank account held in the applicant's own name.
  • Any false, misleading or manipulated information — if caught at any stage — can cancel the allotment and forfeit the deposit, including the EMD.

The lottery

How allotment actually works

Applicants register online, get a UAN, and apply choosing a preferred category and floor-range: Type-A floor ranges are 1–4, 5–8 and 9–12; Type-B ranges are Ground–3, 4–8 and 9–12. Uploads required with the application: the Annexure-II affidavit, EMD payment proof, bank details for refund (Annexure-IV), and the application-fee receipt.

The lottery runs in two stages — first selecting the pool of allottees, then a second draw assigning each selected allottee a specific flat within their chosen category and floor band. Results are published on www.bda.gov.in and on BDA's notice board after Property Allotment Committee approval.

If plans change

Refunds, withdrawal and cancellation

  • Unsuccessful in the draw: EMD refunded in full, without interest, within 60 days of PAC approval.
  • Selected but skip the booking payment: allotment cancelled; EMD refunded within 45 days after deducting 10%.
  • Paid booking amount but skip the Agreement for Sale: booking amount refunded within 45 days after deducting 20% of the EMD.
  • Withdraw after signing the Agreement for Sale: BDA forfeits the booking amount (1st instalment); any balance already paid is refunded within 45 days, without interest.

Possession, once due, is handed over within one month of the full price being paid — barring force majeure events like war, flood, drought, fire, cyclone or earthquake, in which case BDA is entitled to a corresponding extension.
