What has been officially stated

Ekamra Residency is a housing project of the Bhubaneswar Development Authority at Subudhipur, Bhubaneswar. BDA is the developer and the allotting authority.

  • Site: 7.36 acres, approximately 8.75 lakh sq ft
  • Structure: three towers, each basement + ground + 12 floors, RCC framed and earthquake-resistant
  • Units: 704 flats — 416 two-bedroom and 288 three-bedroom
  • Access: 100-foot approach road; basement parking for residents and visitors
  • Status: construction complete; Occupancy Certificate received

Stated by the H&UD Minister and BDA Chairman at the 151st Authority Meeting (21 November 2025) and the 152nd Authority Meeting (1 August 2026).

  1. Nov 2025 · 151st Authority Meeting

    Construction confirmed complete

    The Minister and BDA Chairman said the buildings were finished and allotment would begin once modalities were approved.

  2. Nov 2025 · Reported estimates

    An early price band is reported

    Departmental sources were reported as indicating flats priced between ₹14 lakh and ₹50 lakh, alongside a separate pilot project of 90 compact units. BDA did not confirm these figures.

  3. 1 Aug 2026 · 152nd Authority Meeting

    Occupancy Certificate received; pricing approved

    The Chairman announced the project already held its Occupancy Certificate and that the Authority had approved apartment pricing, fixed with affordability across sections of society in mind.

  4. Early Aug 2026 · Council clearance

    Scheme cleared; applications reported open till end of August

    A Price Estimation Committee was constituted to determine final cost. Flats are to be handed over after the required partial clearances.

One caution. The 1 August announcement said pricing was approved; reports days later described a committee still being formed to fix final cost. No figure in circulation today is a published rate card.

BDA has confirmed that pricing exists and has Authority approval. The amounts have not been made public, and the Price Estimation Committee constituted in early August 2026 is tasked with determining the final cost of the units.

Timing

When the sale actually starts

BDA does not sell flats through announcements. It publishes an advertisement carrying the brochure, eligibility conditions, price schedule, earnest money amount and the opening and closing dates.

Reports put the application window as running until the end of August 2026. That advertisement, with its scheme code and downloadable brochure, had not appeared on BDA’s notices page as of 15 August 2026.

The process

How to apply

BDA allots property through PAMS. The steps below are the documented PAMS process; scheme-specific conditions come from the brochure.

  1. Register for a Unique Account Number (UAN)

    A UAN is mandatory for any BDA transaction involving property allotment. You register once and use that account for everything that follows.

  2. View the advertisement and download the brochure

    When BDA develops property, it publishes an advertisement with the brochure and instructions to apply. Both appear on PAMS and on BDA’s Advertisement page.

  3. Apply and pay the EMD online

    PAMS handles pre-allotment activity: viewing advertisements, downloading the brochure, applying for the property and online payment of earnest money deposit.

  4. Scrutiny and lottery

    Scrutiny, lottery, provisional allotment and further online payment are all carried out through PAMS. BDA uses a computerised lottery for residential flats.

  5. Post-allotment steps

    Due generation, NOC, deed generation, tripartite agreement, mutation and conversion upload are also handled through PAMS.

The brochure will carry the binding list. Until it is published, this is the standard document set for a BDA housing allotment — worth arranging in advance, because application windows are short.

  • Identity

    Aadhaar card

    Primary identity and address proof, and the usual basis for UAN registration.

  • Tax

    PAN card

    Required for property transactions and for the payment trail on EMD and instalments.

  • Residence

    Odisha residence or nativity certificate

    Needed where a scheme restricts allotment to permanent residents. Issued by the Tahasildar.

  • Income

    Income certificate, ITR or salary slips

    Applies for income-linked categories. BDA schemes use EWS, LIG, MIG and HIG categories.

  • Category

    Reserved-category certificate

    Caste, disability or ex-servicemen certificate, if applying against a reserved quota the brochure provides for.

  • Declaration

    Affidavit on existing property

    BDA housing schemes generally require applicants not to already own a house or plot within the BDA area.

  • Banking

    Bank account details

    For paying the EMD online and for the refund route. Keep a cancelled cheque or passbook page scanned.

  • Portal

    Active mobile number and email

    Both are tied to the UAN and to every OTP, receipt and allotment communication.

  • Application

    Passport photo and signature scan

    Standard uploads on the online form. Keep clear scans within the portal’s size limits.

  • Optional

    Home loan pre-approval

    Not part of the application, but payment schedules run to fixed dates once provisional allotment is issued.
